On September 27, the President of the Republic of Tatarstan, Rustam Minnikhanov, visited China National Heavy Duty Truck Corporation (SINOTRUK) to explore opportunities for deepening business cooperation between Russia and China. The visit highlighted the growing trade relations and the mutual interest in expanding joint ventures and projects between the two nations.
During the visit, Liu Wei, Deputy General Manager of China National Heavy Duty Truck, provided an in-depth overview of the company’s development achievements, particularly focusing on its collaboration with Mann — a German company. Liu Wei also emphasized the strategic importance of increasing local partnerships and manufacturing within Russia, particularly through increased localization.
Strengthening Russian-China Industrial Cooperation
Minnikhanov expressed his satisfaction with the growing ties between Tatarstan and China National Heavy Duty Truck, stressing that the Republic of Tatarstan would continue to support the company’s operations in Russia. He also emphasized the importance of bolstering the collaboration between Russian enterprises and Chinese firms, encouraging more robust support for joint ventures in both regions.
“I am very pleased to visit China National Heavy Duty Truck. Tatarstan will continue to offer its full support to our partners here, and we hope China National Heavy Duty Truck will extend the same level of support to Russian companies,” said Minnikhanov.

Accompanying the Tatarstan President were senior representatives from several prominent Russian companies, including Kamas Motors, Tate Petroleum, and PMZ. In addition, officials from Tatarstan’s Ministry of Foreign Affairs, Ministry of Industry and Commerce, and the Tatarstan High Mountain Area were present to discuss future economic and industrial projects.
The event was also attended by key personnel from Shandong Province and Jinan City’s Foreign Affairs Office, as well as leadership from China National Heavy Duty Truck’s General Administration Department and the Asian-Russian Department.
